Abstract:

In this study, the author tries to make some considerations upon the transition to an everlasting development in which, the environment protection has a special meaning. The conservation and the rational administration of the natural resources is associated with the financial transition and the ensurance of the national and international juridical frame as much as the change of the decisional factors’ mentality.

In this way, the analyses and decisions should be inluded in the frame of temporal and spatial parametres in order to eliminate the social-economic arierats and to accomplish an everlastign development.
